New geopolitical changes may cause a formation of new unions. The leaders of central banks of Russia, Belarus and Kazakhstan are considering the possibility of joining the existing payment systems into some kind of SWIFT analogue. Sergey Dubkov, deputy chairman of the board of the National Bank of the Republic of Belarus, said that the national banks of Belarus and Kazakhstan along with the Central Bank of Russia cooperate and build right relationships to make the national payment systems in Russia and Kazakhstan and Belkart (Belorussian national payment system) interact, and to provide them to citizens and enterprises. However, the official stated that the new platform will not be another attempt to unite bank cards; it should be full-fledged national payment card system. The Chairman of the National Bank of the Republic of Belarus added that the interbank cooperation needs to be established; which means to establish the analogue of the Society for Worldwide Interbank Financial Telecommunication SWIFT. According to observers, it is a quite predictable step towards the formation of another Eurasian Economic Union; however, practically the process will be hard to carry out. Presently, all three countries use SWIFT well – still, announcing, from time to time, the necessity of creation the analogue “just in case”. The Head of the Belorussian National Bank says that it is not oriented against anyone; they are not against Visa or Master Card. When the usage intensity of these systems dropped in Russia, the Chinese UnionPay appeared instantly with all its services. It offered a choice to consumers, but it is a kind of smoke-and-mirrors option: there is an option but it is “Made in China”.
