Debtors are not found, billion transferred to offshore

The new status of guaranteeing provider is supposed to make the electro energy market ‘more transparent’. New power which net companies have received recently in several regions of the Russian Federation, may stop outflow of billions to the offshore zones. According to deputy director of Rosseti Dmitry Gottlieb, these measures have already affected the electricity bills. The regulation was adopted six months ago, but even now the result is obvious; thanks to new standards and coordinated work of law-enforcement agencies it was possible to completely eliminate ‘near energy grey mechanisms’, boost the debts pays, and contribute to timely payments. Just for the first six months of this year 5 billion rubles of debts for net companies were recovered. Earlier, expenditures caused by unscrupulous debtors were included to the range of tariffs and were distributed among responsible householders at the expense of the increased tariffs on energy. It turns out the more company cuts the debts, the less consumer should pay, Gottlieb pointed out. At the moment, these measures cannot completely solve the problem of debts, because some companies cannot exact multi-million sums.
It is no doubt, creation of the sort of payment discipline demanded rather strict measures both in terms of non-payers, and management of some selling companies; the latter got closer in some cases with businessmen involved in energy field, deputy director of Rosseti commented on the situation.
