Kevin Warsh's reform ambitions spark discontent at Fed

The new chair of the Federal Reserve, Kevin Warsh, is facing internal resistance from board members due to his ambitions to reform the agency’s operations. Amid more than a year of inflation exceeding the targeted 2%, Warsh has initiated the formation of five independent working groups led by 15 respected experts, including Nobel laureates, former central bankers, and top executives, to analyze communications, inflation policy, and the Fed’s asset structure. However, this initiative has met skepticism from seasoned colleagues. Notably, Fed Governor Christopher Waller questioned the wisdom of bringing in external specialists, labeling the outcomes of their work as predictable.

One of Warsh’s first practical steps was to significantly reduce the Fed’s public commentary regarding the state of the economy and future interest rate decisions. In Warsh’s view, market participants should analyze incoming statistics independently rather than “play games with the Fed” and rely on the echoes of the central bank’s own forecasts. This approach has drawn criticism both from Wall Street, including Morgan Stanley’s chief economist Michael Gapen, and from the Fed’s leadership, with Christopher Waller publicly criticizing the silent approach and highlighting the lack of economic theories supporting the benefits of secrecy for financial markets.

Despite the wave of discontent, Warsh is determined to break the established “intellectual habits” of the regulator’s academic community. The Fed chair views passive monitoring of inflation as unacceptable, asserting that open discussions and “family squabbles” within the board are essential for making effective and unbiased decisions.
