Serbia Building Permits Rise 10.8% YoY in December

The number of building permits issued in Serbia increased by 10.8% year-on-year in December 2025, reaching a total of 2,948, following a 3.1% decline in the previous month. Of all permits issued, 83.4% related to buildings and 16.6% to civil engineering projects. Within the buildings category, 83.7% of permits were granted for residential construction and 16.3% for non-residential projects. Among civil engineering works, 73.7% of permits were issued for pipelines, communication infrastructure, and electric power lines.

In December, permits were granted for the construction of 5,705 dwellings, with an average floor area of 71.2 m². Of these, 6.8% were located in single-dwelling buildings, while 92.2% were in buildings with three or more dwellings. The projected value of new construction works accounted for 90.4% of the total estimated value of all projects. By region, the largest share of this value was recorded in Beogradska oblast (42.5%), followed by Severnobačka (8.7%), Pirotska (6.7%), and Južnobačka (6.3%).
