There are Russians and Ukrainians among the lucky figures subject to travel bans and asset freezes. “Russia must understand that it can't continue and must get onto the path of dialogue”, Francois Hollande said presenting the EU measures. The 28-nation bloc also cancelled the EU-Russia summit planned for June. Herman Van Rompuy stressed that the EU insists on the de-escalation of the crisis in Ukraine and restoration of the country's territorial integrity. “If the Russian authorities do not de-escalate this crisis, the EU will take consequential action, including suspending talks on visa liberalization and on a new economic agreement. Sanctions are not a question of retaliation; they are a foreign policy tool," the European Council president said. At the same time, Barack Obama also extended the U.S. blacklist adding 20 new Ukrainian and Russian politicians, oligarchs, and Bank Rossiya. Meanwhile, the Russian Foreign Ministry also announced the names of U.S. officials it said would be subject to visa and financial sanctions in response to the previous U.S. list of Russian targets.
